BURSARY RULES and regulations

OF THE ACADEMY OF THE PERFORMING ARTS, PRAGUE,

Article 1

 

Introductory Regulations

 

1. The Bursary Rules and Regulations of the Academy of the Performing Arts, Prague (Akademie múzických umění v Praze, hereinafter “AMU“) shall be governed by the provisions of the Act on Higher Education 1998 (No. 111/1998 Sb.) and its amendments (hereinafter “the Act“).

 

2. When awarding bursaries the faculties of AMU shall proceed according to the Act and these Bursary Rules and Regulations; further terms and conditions can be set by the Dean, but they must be in keeping with the Act and these Bursary Rules and Regulations.  The dean's steps may in special cases under Article 91.2 (d) of the Act consider  the fulfillment of the study requirements which qualify the student for a higher than usual disbursement, particularly training courses, practical training, participation in competitions, study stays.

 

3. The Dean shall appoint a Bursaries Committee of the Faculty, which comprises the Deputy Dean (Chairman of the Committee), Secretary of the Faculty, a member of the academic staff, and two students, one of whom shall be delegated by the Faculty Senate. The term of office of the Committee shall be two years. The Bursaries Committee of the Faculty shall base its decisions on the finances that the Faculty has at its disposal. The Committee shall have a quorum if an absolute majority of its members is present.

 

4. Apart from maintenance grants and grants for the socially disadvantaged under Section 91.3 of the Act, these Bursary Rules and Regulations shall provide for no legal claim to bursaries, other forms of support, payments, prizes, or compensation paid to students.

 

Article 2

 

Rules for awarding bursaries

 

  1. Students of AMU shall be awarded bursaries from a bursary fund:

 

(a) for outstanding academic achievement under Section 91.2(a) of the Act. The award and its amount shall be decided by the Dean at the suggestion of the Bursaries Committee. An application with supporting documentation shall be presented by the student to the Bursaries Committee at the latest one month after the beginning of the academic year.

 

(b) for outstanding artistic, scholarly, research and development, or creative achievements contributing to the advancement of knowledge under Section 91.2(b) of the Act; bursaries under this provision shall include the Dean’s Award or other artistic prizes.  The award of this bursary and its amount shall be decided by the Dean at the suggestion of the Bursaries Committee. The application shall be submitted by the Head of the Department to the Bursaries Committee.

 

(c) if the student can document difficult social circumstances under Section 91.2(c) of the Act.  The award and its amount shall be decided by the dean at the suggestion of the Bursary Committee. The application shall be made by the student to the Dean through the Head of the Department and with a statement by the Head of the Department.  The application must be accompanied by documentation confirming the status of the applicant.

 

(d) in cases meriting special consideration under Section 91.2(d) of the Act.

 

 

2. AMU students shall further be awarded contributions and grants from the state budget for:

a) housing

b) social bursaries under Section 91.3 of the Act.

c) bursaries – artistic awards under Section 91.2(b) of the Act.

 

3. Support for study abroad and in the Czech Republic shall be awarded as bursaries or grants:

a) Under 91.4(a) of the Act

b) Under 91.4(b) of the Act

The award of a bursary and its amount shall be determined by the Deputy Dean at the suggestion the institutional coordinator programme, ex., ERASMUS.

 

4. Students in PhD programmes shall be awarded bursaries under Section 91.4(c) of the Act from a contribution from the Government Budget. To be awarded a bursary, a student shall be studying full-time and over the standard period.  The award and its amount shall be determined by the dean at the suggestion of the president of the accordant discipline council of the doctoral study.

 

5. For awards of bursaries external from the fund defined under 91.2(d) of the Act, see Article 1.2 of this regulation in regards to greater than usual expenses (particularly for training courses, seminars,  competitions, student concerts and study related travel) and bursaries which are contributions for meeting study obligations or contributions for internships shall be decided by the dean based at the suggestion of department head, director of DISK, director of Studio FAMU or the head of a grant-funded project or other project.   The bursary shall be paid from funds intended for these events in accordance with the regulations established for their use.

 

6. Bursaries from grants or contributions from the Government budget shall respect the obligations accepted for the contribution or grant.

 

 

Article 3

 

Procedures for awarding bursaries under Article 2.1(a) of this document (for excellence in studies)

 

1. No study subject completed in the previous academic year shall be evaluated with a mark no lower than “B”.

 

2. All examinations must be past upon initial trial, including state exams.

 

3. Registration into the following study year shall be within the established time-frame.

 

 

 

Article 4

 

Housing bursary claims under Article 2.2(a) of this document and the bursary period

 

 

1.  A claim for a housing bursary for a period, which the housing bursary covers, on the day upon which the conferred bursary is awarded may be made by a student:

a) in a full-time baccalaureate, master's or PhD study program;

b) in the case of concurrent study programs, credit will be give for, at most, one and in the study program in which the student was registered first;

c) if the student has not exceeded the standard study period by more than one year in any of the concurrent study programs;

d) who is an ERASMUS program participant;

e) who does not have long-term residence on the territory of the city of Prague.

 

2. Fulfillment of claim conditions for a housing bursary according to the previous Article is verified for each bursary period based on data from the Associated Student Information Registry, (further “SIMS”) maintained by the Ministry of Education, Youth and Sports (hereinafter “The Ministry”) at the study section of the Faculty and Dean's Office of AMU, confirmed by the Study Information System and for place of residence.

 

3. Housing bursaries are awarded for individual periods in the academic year (further “bursary period”).  Individual periods are thus: the first beginning 1 October and ending 31 December, the second beginning 1 January and ending 31 March, the third beginning 1 April and ending 30 June.

 

4. A housing bursary is awarded for the entire period to which the student has the right, with the exception of students which in the appropriate period successfully sat state examinations.

 

5. Housing bursaries shall not be paid:

a) within a foreign development assistance programme (recipients of government bursaries).

b) for a study stay under an international agreement.

c) for the AKTION or CEEPUS programmes.

 

6. The amount of housing bursaries are determined by the dean from an amount which AMU receives from the Ministry in regards to the number of students in which that bursary period fulfills criteria for award of housing bursaries.

 

Article 5

 

Grants for the socially disadvantaged under Section 91.3 of the Act

 

1. Grants for the socially disadvantaged is awarded to students which qualify for contributions for children under special legal regulations1 and is in total 1620Kč monthly.  A bursary is awarded for a standard period of study of 10 months in an academic year.

 

2. Qualification for a social bursary is demonstrated by the student through submitted written confirmation upon request at the state social support agency which awarded the contribution, that the family income established for the purpose of the contribution for a child for a given calendar year is confirmed to not exceed in part of the total minimum family income, and in a coefficient of 1.5.

 

A confirmation for the purpose of bursary awards are paid in a period of 21 months from the previous calendar year in which the family income was established.  A student may qualify for a particular period once (one time) only.

 

 

Article 6

 

Common provisions

 

1. AMU and the faculties shall base the amounts of the bursaries on their own financial resources and means, from the amount and purpose of resources provided and available, and on the number of students who have met the terms and conditions for the awarding of the individual kinds of bursaries

 

2. The bursary shall be awarded to the student following a decision. The decision shall be delivered to the student personally by the registrar of the faculty at which the student is enrolled within the deadline set by the Dean, or, in the event of maintenance grants and grants for the socially disadvantaged under Section 91.3 of the Act, by a decision of the Rector.

 

3. Should it prove impossible to deliver the decision about the awarding of a maintenance grant under Paragraph 2, the decision shall be delivered in an alternative manner announced on the notice board of the Faculty; the decision shall be posted for 5 days beginning from the day the decision is delivered.

 

4. The bursary shall be paid by bank transfer to a Czech-crown account of the student. The student shall provide his or her account number to the study information system (SIMS).

 

 

Article 10

 

Final provisions

 

1. The Bursary Rules and Regulations of AMU that were registered by the Ministry on 6.12.2007 under no. 28 715/2007-30 shall no longer be in force.

 

2. These Bursary Rules and Regulations were approved in accordance with Section 9.1(b) of the Act by the Academic Senate of AMU on 17 February 2009.

 

3. Under Section 36.4 of the Act, these Bursary Rules and Regulations shall come into force on the day they are registered at the Ministry.
