Part I.
Provisions on the Organisational Code
Article 1 The Purpose of the Organisational Code
1.1 The Organisational Code of the Library of the Academy of Performing Arts in Prague
(hereinafter the OC) regulates the organisation and principles of management, the internal structure, the relations between the AMU Library’s components and its competence, as well as its relations with AMU Faculties and other AMU bodies. In keeping with generally valid legal regulations it defines the function, distribution of basic tasks and responsibilities of AMU Library staff. The AMU Library OC is derived from the AMU Statutes. The AMU Library OC is approved by the AMU Rector and AMU Senate.
Article 2 Organisational and Governing Norms
2.1 Organisational norms
The activities of the AMU Library and its individual libraries are governed by this OC and the Library and Lending Rules of the AMU Library, which are stipulated by the Director of the AMU Library upon consultation with the Heads of the Faculty Libraries and the consent of the Deans. The Library and Lending Rules are approved by the AMU LC. Specific features in the operations of the individual Faculty libraries are dealt with by separate Addenda to the Library Rules; these are stipulated by the Heads of the Faculty libraries in cooperation with the relevant Dean and with the consent of the AMU Library Director. The Addenda are approved by the LC of the relevant Faculty. Addenda are updated in the event of operational or organisational changes.
2.2 Governing norms
In addition to the generally valid legal regulations these are: written instructions of the Rector, the Bursar (financial management), the library Director and Heads of the Faculty libraries and other tasks laid down by the advisory board.
Part II.
Status, Competence and Mission of the AMU Library
Article 3 Status and Competence
The AMU Library is the professional academic library-information workplace of AMU with competence across the whole of the Academy. It provides an essential information background for teaching and artistic and research work. Upon agreement with the relevant faculty and AMU management it arranges, within its competence, for AMU users to be trained to work with information sources. In all library-related matters the managerial staff and the AMU Library Director are invited to attend meetings of the faculties’ academic senates and the AMU AS and have access to the minutes kept of these meetings..
Article 4 The Mission of the AMU Library
The AMU Library obtains, processes, stores and makes accessible specialised book and other special collections and creates the essential information and study background for pedagogic activities and for the development of the individual research and artistic work of AMU teachers and students.
Article 5 Activities
5.1 To teachers, research workers and AMU students the AMU Library provides lending, information, reference, consultation, research, bibliographic and, where operationally possible, also other special services relating to their studies, pedagogic-research and artistic activities. Where operationally possible, it also provides these services to other AMU staff. The spectrum and scope of the services and operational activities of the individual Faculty libraries is the result of agreement between the Dean, the relevant Head and the Director of the AMU Library. The AMU Library may be entrusted with other special activities on the basis of a decision by AMU management in the form of a written instruction from the Rector. The faculty libraries may be entrusted with special activities by written instruction of the relevant library director on the basis of an agreement between the relevant Dean and the Director. Specialist members of staff of the AMU Library are entrusted with special expert research tasks.
5. 2 In addition to its primary functions the AMU Library also acts as part of the network of specialist workplaces with which it cooperates. According to the provisions set forth in the Library and Lending Rules of the AMU Library and in accordance with the technical operational possibilities of the Faculty libraries it also provides services to the specialist public and where possible makes its information resources on-line. To do so it uses the standard procedures regulated by the relevant internationally valid norms.
5.3 The Heads of the faculty libraries are obliged to ensure that the library is fully operational during teaching weeks and during exam periods. They are obliged to discuss any restrictions to the opening hours with the Dean’s relevant advisory board and member of the AMU LC.
Part III
Management Bodies
Article 6 Director
6. 1 At the head of the AMU Library stands the Director, who is appointed by the AMU Rector on the basis of a competitive selection procedure. The Director represents the AMU Library and acts on its behalf. He/she is subordinate to the AMU Rector. In economic matters he/she is managed by the Bursar. Where necessary the Director shall attend meetings of the AMU management and the individual AMU faculties. If necessary, and if he/she or AMU management so decides, he/she may be represented on an ad hoc basis by the Head of a faculty library.
6. 2 The Chief Duties of the Director
a) he/she is responsible for the overall concept, coordination and development of the library-information procedures and for developing the AMU library-information system in accordance with the approved aims of the Academy’s management.
b) according to the valid AMU regulations he/she decides on personnel and wage and salary questions with the consent of the Rector
a. manages and supervises the work of employees directly subordinate to him/her
b. is responsible for the overall financial management of the budget allocated to the AMU Library
c. is responsible for the AMU Library’s presentation and cooperates with the related and relevant specialist workplaces outside AMU
Article 7 Heads of the Faculty Libraries
7.1 Upon a proposal by the Director of the AMU Library or the relevant Dean, the Rector draws up the selection procedure for the position of Head of a Faculty Library. With the agreement of the relevant Dean and Rector the Director appoints or recalls the position of Head. For meetings that concern all library matters the library Heads have access to the meetings of the relevant Faculty’s management and have access to the minutes from these meetings. They cooperate with the relevant member of the Library Committee and with the relevant Dean and submit to the Faculty management regular reports on the relevant faculty library’s activities and operations. They shall cooperate with the relevant Faculty secretary in order to secure technical and operational conditions, and where appropriate also in financial matters.
7. 2 The main duties of the Head of a faculty library:
a. he/she is responsible for the overall organisation of the operation and services of the relevant faculty library in accordance with the relevant faculty’s needs and for the specialist level of the services provided
b. he/she is responsible for the development (replenishing), administration and protection of the library collections entrusted to him/her
c. he/she is responsible for the financial management of the allocated part of the budget and, as a member of the advisory board, jointly decides on how the AMU Library budget is to be distributed
d. manages and supervises the activity of employees directly subordinate to him/her
e. is responsible for the presentation of the faculty library and cooperates with related specialist workplaces
Article 8 Advisory Board
The Heads of the faculty libraries form a standing advisory board for the Director of the AMU Library. The board is convened and chaired by the Director of the AMU Library. Where necessary the Rector shall attend the board meetings. The Rector, Bursar and the Deans are regularly informed of the board’s meetings. The tasks stipulated by the advisory board are binding. If the advisory board does not reach a consensus in important questions concerning the concept, distribution of the budget or operations the board shall have recourse to a meeting with the Rector. The advisory board in particular:
a. resolves questions concerning the distribution and use of the AMU Library budget
b. submits to the Director proposals concerning the development and operation of the AMU Library and its parts
c. submits to the Director proposals with regard to personnel and wages
d. submits proposals to resolve specialist library questions in relation to all AMU Library activities
Article 9 The Library Committee
9.1 The Rector of AMU, in conjunction with the Director of the AMU Library and the Deans of the Faculties, appoints an AMU Library Committee as a permanent advisory body which comments on questions of the acquisition, methodology for allocating the budget and its use and on conceptual plans for the individual Faculty libraries, or the AMU Library.
9.2 The members of the Library Committee are the Heads of the Faculty libraries, the Director of the AMU library and one representative (usually the assistant dean for study matters) from each Faculty delegated by the relevant Dean. The members of the Library Committee cooperate with the relevant Deans on matters of the development and operation of the relevant Faculty library. The chair of the Library Committee is the Rector, under whose managerial competence the AMU Library falls. Where necessary, he/she convenes and manages the Library Committee meetings. The Library Committee addresses its proposals to the Heads of the individual faculty libraries, the management of the Faculties, the Director of the AMU Library and the AMU management. Where necessary, or at the suggestion of the Director of the AMU Library, the Rector shall invite members of the AMU management, secretaries or external experts to attend a Library Committee meeting.
9.3 At the proposal of the Head of a Faculty library or relevant member of the AMU Library Committee, the Faculties may, if necessary, establish a Faculty Library Committee. Its members are appointed by the Dean following agreement with the Head of the library and relevant member of the AMU Library Committee. The Faculty Library Committee is an advisory body which at Faculty level is similar to the AMU Library Committee. One representative of the student chamber is usually also a member of the Library Committee in the Faculty.
Article 10 Employees and employment relations
Members of the AMU Library staff are employees of AMU. Wage and employment relationships are governed by the relevant general provisions. The Director of the AMU Library agrees the employment relationship, and stipulates, or proposes (in the case of Heads), the wage classification, work obligations and the place the work is performed in accordance with the generally valid legal regulations and AMU’s internal guidelines.
Part IV
Article 11 Financing
11.1 The AMU Library disposes of the allocated part of the Academy’s budget. The sum allocated forms part of the AMU budget proposal that the Rector submits for authorisation to the AMU AS. The Director of the AMU library is responsible for the overall use of this budget and distributes it according to the requirements of the individual Faculty libraries and other parts of AMU according to the consensus of the advisory board. Changes in the methodology for the budget’s breakdown may form the subject of a Library Committee meeting.
11. 2 The individual faculties may, where possible, participate in financing the purchase of library collections, subsidize certain specially-requested activities or equipment essential for teaching requirements and artistic specialisations. The faculties may also subsidize their libraries’ payroll funds, for example in the form of extraordinary bonuses for their employees. They shall notify the Director of the AMU Library of this fact.
11. 3 Faculty grants to the budget for the relevant libraries are discussed with the Director of the AMU Library and are recorded in the financial management of these libraries.
Part V
The Organisation of the AMU Library
Article 12 Organisation and Structure
12.1 The main components of the AMU Library are the faculty libraries. Although these form a unified, integrated information system for the AMU library they function independently (they are situated in different locations, they are run by an appointed Head, they dispose of their own budget allocation and their operations are tailored to the needs of the relevant faculties). The Faculty libraries have the status of independent specialist library-information workplaces.
12.2 Also part of the AMU library are the depository libraries of the faculties or other work places with competence for the entire Academy. These libraries are subject to the methodological management of the AMU Library directorate or the responsible faculty library. A member of staff authorised by the relevant work place (department) is responsible for the lending agenda and the orderly administration of the collection.
