The following rules apply to other persons:

 a) Entry of the EU citizens who resided in the Czech Republic prior to March 12^th, 2020 (a return to the Czech Republic, not a so-called first-entry) and entry of third-country citizens, who hold permanent or temporary residence in the Czech Republic prior to March 12^th, 2020 and already go to school in the Czech Republic

This applies to students who are EU citizens and have already lived and studied on the territory of the Czech Republic before the state of emergency was declared (as of March 12^th, 2020). It therefore means a return to their usual place of residence. Furthermore, the third-country citizens, who already hold permanent or temporary residence permit (long-term visa, long-term residence permit) in the Czech Republic, may enter. This however does not mean a first entry.

If they do not have for the purpose of entry a medical testing results certificate, these students are obliged to report this fact immediately after their entry to the Czech Republic either via phone or any other remote access to the regional hygienic station respective according to their place of residence and comply with necessary quarantine measures. PCR test can be done likewise on the territory of the Czech Republic and the medical testing results certificate submitted to the regional hygienic station within 72 hours from the entry.

If they have for the purpose of entry a medical testing results certificate, and thus they are not subjected to necessary quarantine measures, the students are subject to a free movement limitation within the territory of the Czech Republic for 14 days after entering the Czech territory, with the exception of travel to school (possibly work), necessary travels for the provision of basic necessities, travel to the doctor, travel for the purpose of urgent official affairs, travel back to the place of residence, funerals. The PCR test is done on own expenses.

Documents for entry of the EU citizens:

• permanent or temporary residence permit
  
  OR

• contract of purchase, lease or rent of property
  
  PLUS

• up-to-date confirmation from school / university proving the previous study on the Czech territory.

Documents for entry of the third-country citizens:

• long-term visa, long-term residence permit, permanent residence permit

b) Entry of the EU citizens for the purpose of study at university on the Czech territory without previous stay or study on the territory of the Czech Republic exceeding 72 hours (new students)

This applies only to those EU citizens who are going to study at a university in the Czech Republic (so-called new students), in those cases where the study is considered as a systematic preparation for a future profession.

It therefore refers to moving to the Czech Republic for the purpose of study. However as most of the universities are currently closed or work on a restricted basis, and schooling does not normally start in spring, these students are not expected to enter the territory until the new university studies are launched in autumn this year - if they need to enter the Czech territory earlier due to the entrance exam, they are expected to enter within the regime not exceeding 24 hours.

As this is a so-called first entry into the territory of the Czech Republic of an EU citizen for the purpose of studying at a university, these students are obliged to have for the purpose of entry a medical testing results certificate. Exemption from the PCR testing results certificate may only be granted by the Ministry of Education, Youth and Sports and only in necessary cases (confirmed by the Ministry of Education, Youth and Sports). The PCR test is done on own expenses.

All these students are subjected to a free movement limitation within the territory of the Czech Republic for 14 days after entering the Czech territory, with the exception of travel to work, necessary travels for the provision of basic necessities, travel to the doctor, travel for the purpose of urgent official affairs, travel back to the place of residence, funerals.

• Persons from this category, whose entry is considered necessary, can exceptionally be allowed to enter the territory of the Czech Rep. without submitting a confirmation of completion of the test. The necessity can only be confirmed by the Minister responsible for the given sector. These persons must undertake the RT-PCR test for the presence of SARS-CoV-2 within 72 hours after entering the territory of the Czech Republic and they must submit the certificate to the regional hygienic station.

Documents for entry:

• confirmation from school/university issued by the university in the Czech Republic

c) Entry of the cross-border pupils and students from a neighbouring states who study on the territory of the Czech Republic (children attending kindergartens in the Czech Republic are included in this category)

These are children, pupils and students who live on the territory of a neighboring state and regularly attend kindergarten, primary school, high school or university on a territory of the Czech Republic. The same rules apply analogically to children, pupils and students who live in the Czech Republic and attend kindergarten, primary school, high school or university in a neighbouring state.

These children, pupils and students are allowed to be accompanied by one family member, if absolutely necessary, for the purpose of transport. The escort is neither obliged to have the PCR testing results certificate upon entry, nor to comply with the ordered mandatory quarantine, if their stay on the territory of the Czech Republic will not exceed 24 hours (thus the same rules as for the university students are applied).

These children, pupils and students are not obliged to report the fact immediately after their entry to the Czech Republic either via phone or any other remote access to the regional respective hygienic station according to their place of residence and comply with necessary  quarantine measures, IF:

• they have a medical test results certificate when entering the Czech territory for the first time,

• and confirmation of cross-border employment),

• then, when crossing the state border into the Czech Republic subsequently after 30 days after the submission of the first or following medical testing results certificate, they shall have a new confirmation of completion of medical testing conducted less than 4 days ago and done at own expenses,

• PCR test can be done likewise on the territory of the Czech Republic and the medical testing results certificate submitted to the regional hygienic station within 72 hours from the entry.

In case of non-residents:

• Upon first entry into the territory of the Czech Republic, they shall have a medical testing certificate (template is available at the MoI website) or to undergo testing on the Czech territory, otherwise another entry after 72 hours from the first entry cannot be allowed – however the test must not be older than 4 days, and a confirmation of cross-border study.
   

Therefore, these persons are obliged to have a new PCR testing results certificate each 30 day.

The PCR test is done on own expenses.

Children, pupils and students, who stay on the territory of the Czech republic for longer period without undergoing the necessary quarantine measures, are subjected to a free movement limitation within the territory of the Czech Republic for 14 days after each entry to the Czech territory, with the exception of travel to school, necessary travels for the provision of basic necessities, travel to the doctor, travel for the purpose of urgent official affairs, travel back to the place of residence, funerals.
